Definition of a Firewall
"Firewalls are devices designed to prevent unauthorized access to or from a private network."

A Firewall can be either hardware or software based. All data entering or leaving the network pass through the firewall, which examines each message and blocks those that do not meet the specified security criteria. Firewalls by definition should not themselves be subject to tampering.

Unfortunately many solutions that are declared as being firewalls are best described simply as 'data packet filters' which do not ensure a high level of security.
